​​​​​The DCMA FraudNET is a vital part of the Office of the General Counsel (GC). Its objectives are to: operate an automated means that anyone may use to report unclassified allegations of contractor fraud or corruption; if appropriate, refer those allegations to the Inspector General (IG) or other investigative entity of the cognizant federal agency; and advise agency IGs of audit leads.

FraudNET allows individuals who provide information on allegations of contractor fraud or corruption to either:

  • Provide information anonymously
  • Provide information, provide your identity and contact information, and request that your identity be protected throughout the investigative process
  • Provide information and provide your identity and contact information with no restrictions

Confidentiality Policy: The FraudNET policy is to honor requests for confidentiality and to not release information that would identify such individuals unless required to do so by subpoena. It is DCMA IT policy to not research the identity of any user submitting information via this application.

In order to report complaints involving classified information, you must carefully follow the instructions listed on the right-hand side menu. Please ensure that the documents are appropriately and properly marked as to classification level and that the transmission or delivery method is commensurate to the level of classification.

CLASSIFIED COMPLAINTS INVOLVING UP TO SECRET INFORMATION: To submit complaints involving SECRET information, please visit the DCMA FraudNET page on the Secure Internet Protocol Router Network, otherwise known as the SIPRNET system.

If you prefer not to submit your complaint involving SECRET information via the online complaint form on either the JWICS or SIPRNET systems, you may use the form as a guide to format your complaint document to send by mail or courier. Ensure that you follow DoD 5200.1-R, Information Security Program, and DoD 5200.1PH, DoD Guide to Marking Classified Documents. If applicable, send complaint via registered mail to the following address:

TOP SECRET

CLASSIFIED COMPLAINTS INVOLVING UP TO TOP SECRET INFORMATION: To submit complaints involving TOP SECRET information or above, please phone the Defense Hotline at 1-800-424-9098 to coordinate submission of your complaint containing Top Secret information. You may also coordinate with your respective security office on courier options.

TOP SECRET complaints cannot be sent via postal systems.

Alternatively, you may contact the Defense Hotline at 1-800-424-9098 (unsecured line) to coordinate delivery. Further coordination to speak on a classified, secured line can be arranged, if requested or deemed necessary.
